Working adults can enroll in the government’s new long-term care insurance plan, the Community Living Assistance Services and Supports program (or Class Act).

People who work for companies will be able to have their premiums deducted directly from their paychecks if their employers decide to participate. There will also be a mechanism for self-employed individuals to make premium contributions, said Bonnie Burns, a training and policy specialist for California Health Advocates. But details have yet to emerge. Enrollment won’t begin until the secretary of Health and Human Services spells out more specifics about the program; that’s expected to happen by October 2012.

The Class Act is aimed at helping people who have functional or cognitive limitations remain in their homes and communities rather than enter a nursing home (though it will cover that care as well). The program will provide a benefit of at least $50 a day on average to help people pay for a range of services, from retrofitting their homes to accommodate a wheelchair to paying for a home health aide to come in and help with bathing or dressing, for example.

People have to pay into the program for five years before they’re eligible to begin receiving benefits. That means that the earliest that someone could start receiving payments would be 2017.

You mention your concern that many baby boomers may soon need long-term care services. Because the Class Act covers a broad range of services, the program could be helpful to people of any age, depending on their disability. Traditional long-term care insurance, on the other hand, is generally more restrictive. But it’s worth noting that most long-term care insurance claims occur later in life: 55 percent begin over age 80, and a third begin between age 70 and 79, according to the American Association for Long-Term Care Insurance.
