The Social Security Disability Insurance system provides a safety net for people who no longer can work due to a physical or mental condition. A monthly stipend is provided until beneficiaries are entitled to Social Security retirement benefits at age 66.

High unemployment and an aging population have left the system under severe financial pressure. The program could exhaust its reserves within six years. Beneficiaries rose to 10.6 million in November, from 6.9 million at the end of 2001. Currently 43% of applicants claim mental illness.

Roughly 5.3 percent of the population between the ages of 25 and 64 is currently collecting federal disability payments.
